The rules of proper overtaking vary from country. For a good explanation of properly "Overtaking" in the USA, Australia, and several European countries, check out the info at this link: http://en.wikipedia.org/wiki/Overtaking

To overtake other vehicle or rather car overtaking as it is in lane driving, make sure that you are without danger to do so. Follow the undermentioned tips before overtaking:
Use the right-turn indicator to signal that you want to overtake. Be sure the way ahead and behind is clear before overtaking.
Check out for scooters or motor cycles that may be hidden from view in front of the vehicle you are about to overtake. Watch for vehicles in front that may be turning right.
to overtake. Watch for vehicles in front that may be turning right. Immediately after overtaking, give indicator that you want to get back to the same lane. Get back to the previous lane when you can see all the front of the vehicle you are passing in your rear view mirror. Do not cut off a vehicle by suddenly moving in front of it.
Never race if the vehicle you are passing speeds up. In this situation get back into your original lane.

Overtaking at Night
Night driving is considered to be most hazardous due to low visibility and dip in concentration of the driver. Here are some of the best tips for overtaking safely on night drives:
When you approach a car in front, turn your car’s headlight to low beam so as to not flash your beam into his mirrors.
Flash your car’s headlight to warn the driver ahead of you of your intention to overtake.
Study the blind spots well before proceeding.
While overtaking, turn your car’s headlight to high beam to ensure better visibility of the road ahead.
After overtaking, use the side indicator to inform other drivers that you are merging back to the original lane.

Well first you have to plan to overtake a speeding vehicle in front of you. During day time its easier to overtake a vehicle rather than night. One golden rule is that never ever shift down gear while overtaking.

This topic on night driving, particularly the sub-topic on overtaking, reminds me to mention the need for proper car maintenance. The emphasis is on the headlights. On unlit roads, headlights make it possible for us to see the road and for other drivers to see us. We should make sure that the car lights are kept clean. Dirty light coverings will reduce the strength of the light, and make it harder to see the road and on-coming traffic. And since -- when approaching on-coming traffic, it is important that we dim our headlights, otherwise our headlights will send a blinding glare to the driver ahead, we should make sure that our headlights are properly functioning at all light levels.

On highways the speed of the lanes are designated. The fastest lane is the one closest to the center of the road and the slowest to the edge of the road. Usually the following features are common on highways:
The lane designated for faster traffic is on the right.
The lane designated for slower traffic is on the left.
Most freeway exits are on the left.
Overtaking is permitted to the right, and sometimes to the left.

Before over taking the vehicle infront of you first drive at a distance of atleast 5meters gap between you and the vehicle infront of, by doing so you may overtake effectively.
